Add MDC feature

Can be cool that you can add the Plate registration in the MDC
so we can put in the MDC the plate and it will show us all the Info (Owner and all)

i can make it works on the MDC with the good resolution for it , it would be good Like

Yep, cops should need like this, all cops would know all information about the player etc.
